Call for expressions of interest for Consultant

EUROPEAN COMMISSION-FUNDED "STRUCTURING THE CULTURAL SECTOR IN THE
PACIFIC FOR IMPROVED HUMAN DEVELOPMENT" PROJECT

A.	Introduction

The SPC's Human Development Programme (HDP), under the mandate of its
Adviser, Culture, is commissioning a Marketing Strategy for the Cultural
Industries in the Pacific in recognition of the contribution of the
cultural industries to Pacific economies and societies, and their
potential for further export to the European Union and other regions.
The study is made possible through European Commission funding and is an
activity under the "Structuring the Cultural Sector in the Pacific for
Improved Human Development" project, which contains four components. The
study is the third phase of the Component 2 of the Project which focuses
on 'Marketing Culture'.  

 

B.	Background 

The Pacific is rich in the area of cultural industries, which includes
Traditional Knowledge (TK) as well as contemporary cultural expressions,
goods and services. However the cultural industries suffer from
disorganization and a lack of coordination and information between
actors, institutions and markets. Producers often don't have information
about and understand their export market, and depend heavily on
diasporic communities for exporting their goods and services. A major
difficulty has been the identification of activities, stakeholders and
opportunities, as well as the pulling together, and organising of the
sector so that producers of cultural expressions, goods and services,
are able to identify and meet their actual and potential markets and as
a result:

 

1) are able to benefit financially from their skills and earn a regular
income; 

 

2) have well organised linkages with cultural institutions, cultural
operators, private sector organisations, including in the tourism
sector, and regional and international organisations which can support
the cultural industries and its operators;

 

3) contribute actively to the development of the medium, small and micro
enterprises (MSME) sector;

 

4) ensure the transfer of traditional knowledge skills between older
generation and younger generations, so the traditional skill set remains
constant and minimizes the loss of Traditional Knowledge and Expressions
of Culture,

 

5) are knowledgeable about potential and actual markets for cultural
goods and services.

 

To expand the knowledge base about the potential and needs of the
cultural industries, two activities have been carried out under this
project: a Situation Analysis of the Cultural Industries and a regional
consultation on the cultural industries. The Situation Analysis, which
is being finalized, is the first of its kind in the Pacific Islands
region, and provides a description and an analysis of the current state
of the cultural industries, including TK, in the region, ranging from
production to marketing and dissemination of cultural goods and
services. It notably explores the difficulties faced by and
opportunities available for the development of the cultural industries.
It defines the cultural industries and discusses how the value chain
could be used in a Pacific context. It highlights best practices,
notable activities and possible pilot projects, with a focus on three
countries, Cook Islands, Guam and Fiji. It provides a list of
recommendations, using the value chain model as a framework, to guide
the region and PICTs' actions for the development of the cultural
industries.  

 

The draft Situation Analysis was used as background to, and to
facilitate, a regional consultation on the cultural industries held in
December 2010. The consultation brought together performers, artists,
entrepreneurs, cultural experts, financial institutions and
international and regional agencies. The meeting, held over four days
examined a range of topics:  

*         Status of the cultural industries in the PICTs

*         Achievements and challenges of cultural producers

*         Distribution and the cultural industries

*         Policy for the cultural industries

*         Education and Training for the cultural industries

*         Funding the cultural industries

*         Economic support for the cultural industries

*         Culture and the Tourism Marketplace

*         Valuing Culture

*         The Value Chain

*         The Way Forward

 

Participants drafted a set of recommendations using the value chain
model (creation, production, promotion and distribution). The
recommendations are based on identified needs and gaps and are available
in the meeting report.

 

C.	Objective and Scope of Work

Expressions of interest are invited for the provision of consultancy
services to develop a marketing strategy for five sectors of the Pacific
cultural industries, namely visual arts, art crafts, dance, fashion and
music for the European Union and other regions. The specific objective
is to enable greater commercialization of the above Pacific cultural
goods and services in the EU and other regions through a better
understanding of the market conditions and expectations, and a detailed
review of the constraints preventing the above sectors of the cultural
industries from meeting markets. It is expected that the work will lead
to increased flows of the above cultural goods and services to the EU
and other regions. 

 

This work sits under an overall aim to mainstream cultural production
into economic and trade development policy processes and circuits, and
to improve conditions for creation, production, promotion and
distribution of Pacific cultural goods and services through increased
knowledge about markets. 

 

The study will consist of both a desk review and in-country assessments
in three selected countries. The consultant will be expected to list,
review and provide an analysis of all relevant documents and studies on
the Pacific cultural industries and on trade in cultural goods and
services to the European region from developing and particularly ACP
countries. 

 

As part of the country visits, the consultant will be expected to
consult with national institutions including Ministries of Trade and
Commerce, Ministries of Culture, private sector organizations such as
the National Private Sector Organisations and Chambers of Commerce, as
well as with cultural practitioners, producers, entrepreneurs and
related businesses.  The consultant will also be expected to consult
with regional and international agencies which promote trade of Pacific
cultural goods and services including SPC, the Pacific Islands Forum
Secretariat, Pacific Trade Invest (PITIC), and South Pacific Tourism
Organisation. 

 

The scope of work will be divided into 3 parts.

Part 1 will include the following:

A desk review and summary analysis of:

a.        the place of culture in global trading with an emphasis on
understanding market opportunities and weaknesses

b.      existing studies, data and literature on best practices of
marketing of cultural industries in other developing regions ;

c.       models of the marketing of the cultural industries especially
in the Caribbean, the Indian Ocean and Africa

d.      A brief analysis of other (ie non-EU) trading arrangements and
agreements in the Pacific region

e.      A brief analysis of the markets in the Pacific rim and
recommendations about accessing these markets

 

Part 2 should include:

2)      An in-depth analysis of the EU's approach to trading in the
cultural industries with a special emphasis on agreements with the ACP
region and countries, including a review of the strengths and weaknesses
of the EU's Cultural protocol with the Caribbean;

3)      An in-depth analysis of the EU market with respect to the
following sectors of the cultural industries: visual arts, art crafts,
dance, fashion and music.

4)      An in-depth analysis of the proposed and actual European
Partnership Agreement with the Pacific and the place or potential place
of the cultural industries in this agreement

5)      A listing and analysis of current Pacific cultural exports to
the European Union

6)      A discussion and analysis of selected  best practices and
notable initiatives in the export of Pacific cultural goods and services
to the EU and other regions;

 

Part 3 should include:

7)      An analysis of the potential of the five cultural industries
sectors of the cultural industries listed above to enter and maintain
their presence in the EU market

8)      An analysis of the needs of the the five cultural industries
sectors of the cultural industries listed above, in all steps of the
value chain (creation, production, dissemination, promotion,
distribution) so that they are better able to export and respond to the
EU market 

9)      Detailed recommendations on how to best promote the
commercializing and trading of cultural goods and services to the EU and
other regions.

 

Expected Output 

The expected output is a study report of no more than 80 pages which
covers the above scope of work. 

The principal written outputs mentioned above will be provided in MS
Word addressing the abovementioned scope of services and, will include
recommendations based upon well-argued and substantiated findings and
experience. The structure of the report will closely follow the scope of
services, and the list of deliverables mentioned above, and clearly
demonstrate how these have been addressed by the consultant.

It should include (inter alia) the following:

1.	Executive summary
2.	Introduction
3.	Description of Methodology
4.	Key findings and recommendations
5.	Parts 1, 2 and 3 as listed in Scope of work
6.	Complete Bibliography
7.	List of persons consulted

 

The consultant may be asked to follow up the study with a power point
presentation summarizing the key aspects of the study to a regional
meeting at a date to be determined. This will be arranged through a
separate contractual agreement. 

 

D.	Time Frame 

Work is expected to begin by end June and be concluded by the second
week of August when the final report should be finalized and ready for
print. The consultant will be allocated 35 working days to complete the
assignment. SPC, in collaboration with the Pacific Islands Forum
Secretariat, will review the drafts; recommend adjustments and other
inputs for the final draft, if necessary. 

 

E.	Consultant's Specification

Candidates must have demonstrated experience in the area of the cultural
industries and cultural trade, preferably in a Pacific context, and be
familiar with developments in the cultural and trading sectors at the
international, regional and national levels. Candidates should hold at
least a first degree and preferably a second degree in a related field.
Candidates must be able to travel to selected Pacific island countries.
Previous experience of working in the Pacific region is preferable and
preference will be given to Pacific ACP nationals

 

F.	Management arrangements

The consultant will be contracted by SPC and be responsible to Human
Development Program Adviser, Culture. The consultant will regularly
discuss progress of their work with the Adviser.

 

G.	Payment Schedule

This will be negotiated on an output basis and paid in two installments;
(i) on submission of a satisfactory draft report; and (ii) on submission
on final report.  Fees will be based on the quality of the expression of
interest, work experience and ability to demonstrate capacity to deliver
a quality work product within the set time frame.  Travel and per diem
costs will be in addition to fees and will be paid at SPC standard
rates. Travel to and from home base to selected PICTs will be arranged
according to the most direct and economical route.

 

H.	Expressions of interest

Expressions of interest should contain the following information:

*      Details of the consultant including curriculum vitae, referees,
past experience in this area of work and demonstrated ability to meet
deadlines

*      A listing of previous similar assignments with fees received

*      Availability

*      Description of suggested methodology

*      Work plan with suggested timeline and budget (to be carried out
within the 35 days allocated)
