 I am thankful that the right to  freedom of expression, that is vis a vis
Article 19 of the *Universal Declaration of Human Rights (UDHR)* and
C*onventions
on the Protection and Promotion of the Diversity of Cultural Expressions
2005*, *Convention for Safeguarding Intangible Cultural Heritage*,
*International
Covenant on Economic, Social and Cultural Rights,*  *C169 Indigenous and
Tribal Persons Convention* and other laws promotes cultural expression.

My observation of how our cousins in Asia such as Korea, Japan, India have
succeeded in leaps and bounds is because they have encouraged learning in
local languages and done what they can to ensure that this is preserved. In
the new millenium, with globalisation radically disintegrating notions of
borders through the creation of borderless world, and social utilities and
Applications (Apps) such as Facebook, Twitter etc have redefined social
networks, relationships and communications and created the phenomena of
"death of a distance".

It becomes increasingly important that in order to be relevant and stay
relevant that language and our stories be preserved and nurtured through
the evolving tools of communication. This is one of the reasons why I
promote the use of the internet to encourage local language preservation.
In places like Fiji, for instance, it can also be "dialects". This is what
is often referred to as "content".

Another development in the Internet world is the Internationalized Domain
Names (IDNs). This is where Domain Names are in Native scripts such as
Arabic etc. There were IDN Variant Issues Reports that were published
recently, you can access them here:

Also within the realm of internet governance in the world, multilingualism
is a policy thematic area within ICT. I hope that the Pacific languages
will increase and it will be great that when the Leaders' Communique are
being published.
