Dear NWM focal points and development partners,

 

Further to the recent update bulletin (below), a second PIC planning teleconference for the 55th UN Commission on the Status of Women (CSW55) has been scheduled for next Thursday 3 February at 11:00 a.m. Sydney/Noumea time. Among others, this teleconference will give all PICs, regardless of whether they are sending a delegation to CSW or not, to provide input on the PIF Statement that will be delivered to CSW and to discuss key priorities for the region on the priority theme of CSW55. Joanne Kunatuba will be circulating the draft PIF statement prior to the call.

 

This teleconference is being facilitated by SPC and the Government of Australia in response to the positive PIC feedback from the planning teleconferences for CSW54 last year.

 

An agenda with dial-in instructions is attached. Participants must dial in to an Australian phone number to join the call, and will bear the long-distance charges for the call. If you are unable to open this for any reason please let me know and I will send the details to you separately.

 

If anyone has any agenda items they would like to add, please do let us know.

 

We encourage all NWMs to participate, even if you are not sending a delegation to CSW55. Please also circulate to any others who may be interested in participating in the call.

 

If you plan to join the teleconference please notify us as soon as possible at Jacqui.Thomson at fahcsia.gov.au and TeaB at spc.int so that we can get a sense of numbers and expect your call.

Update bulletin #2                                                                29 November 2010 

 

This is the second government focal points update bulletin for the 55th session of the Commission on the Status of Women (CSW55) which will be held at the United Nations headquarters in New York. The dates have now been set for 22 February to 2 March 2011. These dates are slightly earlier than usual, in order that delegates can be back in their country for the annual International Women's Day (8 March) events.

 

Theme

 

As a reminder, the theme of CSW55 is "Access and participation of women and girls to education, training, science and technology, including for the promotion of women's equal access to full employment and decent work". 

 

The Commission will also evaluate progress in the implementation of the agreed conclusions from its fifty-first session on "The elimination of all forms of discrimination and violence against the girl child".

 

Delegations

 

We are maintaining a list of Pacific delegations so that we can discuss and communicate planning and support. 

 

If your government is sending a delegation to CSW55 including through your permanent mission in New York, we would be grateful if you could advise us as quickly as possible (teab at spc.int and joannelk at forumsec.org.fj).

 

Planning teleconferences

 

Based on the positive feedback from last year's teleconference with PICTs and partners  just prior to CSW, Australia has kindly offered to host similar planning teleconferences in the lead up to CSW55.

 

Countries wishing to participate would be given an Australian phone number to dial into to join the conference. The teleconferences give all Pacific governments the opportunity to jointly plan and prepare for CSW, whether they are sending a delegation or not.

 

In order to gauge interest and anticipated numbers, we would be grateful if you could advise us of whether you would be interested in participating in such teleconferences commencing in mid-December.

 

PIF Statement

 

As with previous years, PIFS will provide assistance in developing a PIF statement to be delivered during CSW55. If you have priority messages for the regional statement on the theme of CSW55, please notify Joanne at joannelk at forumsec.org.fj. A draft statement will be circulated for comment within the next few weeks.

 

Input on Partner Support

 

We welcome any other input from member countries and territories on partner support at CSW55, including technical support for participation and interventions during CSW55, organization and themes for Pacific side events, etc.

 

Funding

 

The only potential funding options we are aware of are those that were listed in Update Bulletin #1 in June (see below), i.e.:

 

NZAID Pacific Island Countries Participation Fund

 

If you are planning to apply to the NZAID Pacific Island Country Participation Fund (PIC fund) you can find information and application forms at http://www.nzaid.govt.nz/pic/. <http://www.nzaid.govt.nz/pic/.%20>   

 

The last available deadline for applications is 29 November 2010. 

 

Small Island States Development Fund 

 

Another potential option for small island states (SIS) is the Pacific Island Forum Secretariat's SIS fund. For more information and the SIS Fund Guidelines please contact Joanne Lee Kunatuba on email joannelk at forumsec.org.fj <mailto:joannelk at forumsec.org.fj> . 

 

Please note that to access this fund the applying Department or Ministry must channel its request through the Forum Secretariat's official contacts which are Ministry of Foreign Affairs (Cook Islands, Kiribati, Palau and Republic of Marshall Islands), External Affairs (Nauru), Prime Minister's Office (Niue and Tuvalu). This fund is limited so please make necessary contact with official contacts well in advance. 

 

We are not aware of any other donor funding that will be available, though countries may want to inquire with their own donor contacts. We strongly recommend that countries requiring funding support submit funding applications immediately if they haven't already. 

 

NGO participation

 

The Division for the Advancement of Women maintains information on its website for NGO participation at CSW. Although much of this information is circulated on Pacwin, please also feel free to communicate this information with your NGO partners. NGOs should regularly consult http://www.un.org/womenwatch/daw/csw/NGO.html. 

 

Note that registrations for NGO parallel events are currently open. Applications close on 13 December. Details can be found at https://www.ngocsw.org/register/csw55-parallel-events/.

This is an early notification of the 55th session of the Commission on the Status of Women (CSW54) which will be held at the United Nations headquarters in New York in the first quarter of 2011 (dates to be confirmed).

 

The theme will be "Access and participation of women and girls to education, training, science and technology, including for the promotion of women's equal access to full employment and decent work". 

 

The Commission will also evaluate progress in the implementation of the agreed conclusions from its fifty-first session on "The elimination of all forms of discrimination and violence against the girl child".

 

 

Advance preparation

 

We strongly encourage governments to consider now whether they intend to send a delegation to CSW55, in order that you can commence with research and planning discussions on the priority and review themes and allocate or seek necessary financial resources well in advance.

 

Possible sources of funding to consider include:

 

NZAID Pacific Island Countries Participation Fund
